Go through the hatch with Sam and pull the rope hook inside the tower, then rebuild its remnants into a springboard, allowing you to reach the next platform. Switch back to Faramir and rebuild the checkered floor, then push the three pillars into a configuration allowing you to shoot the next target through the gap in the top of the wall. This will drop a pillar for Frodo, Sam and Gollum to cross.
